The National Highway Traffic Safety Administration put out a statement in November 2018 “urging motorists to exercise caution and follow State laws when approaching a school bus or school crossing.” This was due to accidents in Kentucky, Mississippi, Indiana, Florida, Pennsylvania and elsewhere. Recommendations from the NHTSA included slowing down in these areas and being wary of children, as they can run unexpectedly into the street. They went on to say that flashing yellow lights indicate the bus will stop, while flashing red lights indicate it has.
